Nah, I don't think it's like that. Somalis had some autonomous powers in the past. Most were nomads living in humble subsistence for a very long time and were in low numbers because the carrying capacity of a population is defined by how much the environment can sustain, which made centralization of power very difficult contrary to agriculture societies.
