what's the issue Ethiopia has different diplomatic relations with Garoowe than Muqdisho, we're working together to move the horn forward the constitution is there PL is autonomous but works(and cuts ties) with Muqdisho not to mention built the system.

I see no problem, most NGOs that were previously based in Mogadishu are moving to Garoowe wouldn’t be surprised if the embassies started moving next once they get tired of the bombs too.
