The only reason the US is negotiating with the Taliban is that the US army is there, as well US's reputation internationally and domestically is at risk if the war doesn't end well for them. Somalia on the hand, the US has a light footprint and hasn't committed as much to Somalia as Afghanistan. So you're comparing apples to oranges here.

still it say alot that strongest military in the world can't defeat afghan militias.
if this negotiation succeeds this will become a standard for dealing with terrorist.

We shouldn't be negotiating with terrorists, that would embolden their agenda and encourage them to commit more heinous crimes. We should hunt them down and eventually eradicate them from society. Patience is the key.
