A former commander of militant Islamist group al-Shabab has announced that he is running for public office in Somalia.

Mukhtar Robow left the group in 2012, and surrendered to the government in August last year.

He says he will be contesting the presidency of South-West state in next month’s regional elections following requests from people in the area.

Mr Robow has expressed his willingness, if he wins, to forge a strong relationship with the federal government, which has been feuding with some state administrations.

A founder of al-Shabab, he is the highest ranking militant to defect from the group.

In 2000 he trained with al-Qaeda in Afghanistan.

He quit al-Shabab because of what he called ideological differences, and then led his own militant group, which fought against al-Shabab.

In June last year, following reports that Robow was in talks with the Somali government, the US State Department removed him from its terror list and scrapped a £5m (£3.85m) reward for his capture.

Al shabaab are changing their tactics they no longer want to carry just ak47 and hide in bushes they wanna get involved in politics, military, intelligence, businesses anything that is important to the country to further their insanity.

And all this talk about “if they defect from alshabaab they will be forgiven” is just another easy way out for them to set their evil plans.
 
Most terrorist groups disband as a result of forming a party and being involved in the political system it seems Alshabab are heading that way

They should ask him how far have Mr Robows views changed. Does he no longer think it’s a good idea to blow up innocent children in school busses? Are women allowed to leave the house now without a cheporone?

It’s funny how quickly these ‘religious’ men are willing to leave their ‘jihad’ if a better opportunity for money arises. It’s a sick joke that this man is even allowed to run.

The leader of al shabab is legit able to run for office?

If Axmed Madoobe can be President why cant Rooboow? He would be better than Sakiin anyways.

Rooboow was given clemency by farmaajo, then he was on house arrest, then he was release and finally with farmaajo's blessing and support, he's running for office.

Farmaajo's government is sponsoring former terrorists to run for regional offices. Terrible precedent! what will a hawiye president do tomorrow?

You're right though. A competent intelligence agency could clean out all the senior leadership of these terrorist groups within 6 months.

Unfortunately our current intelligence apparatus is being controlled by the terrorist themselves.

The government has no say in stuff like this. Somalia is run by the CIA and clan. If the CIA and clan want him to run, there is nothing anyone can say. The ex alshabab warlords are better @ fighting their former friends.

Rooboow has been forgiven by US CIA and has had his name removed from the list. He is no longer terrorist but a vital part of Farmaajo's clemency program. Al Shabab are Somalis and we need to give them a chance to reintegrate.

Mogadishu's alleged role in palace coups.

The political impasse between Somali President Mohamed Abdullahi Mohamed ‘Farmajo’ and regional federal leaders is being attributed to suspicions that Mogadishu is sponsoring candidates to depose the regional presidents in the forthcoming regional elections.

Experts say this is one of the factors that led the latter to announce a severance of links with Mogadishu on September 8, a move that could derail efforts to liberate areas still held by Al Shabaab.

The regions are supposed to hold presidential elections progressively from November till the end of 2019.

The South West State will go to the polls in November, followed by Puntland and Hirshabelle.

Abdilatif Maalim, a strategic communications specialist based in Mogadishu, told The EastAfrican that with elections coming up in most of the federal states, the incumbent leaders are facing stiff competition from candidates said to be sponsored by Villa Somalia.

But Mr Maalim added that besides fear of the outcomes of the upcoming elections, another bone of contention is that since President Farmajo took office in February last year, his government has paid little attention to the grievances of the federal states.
He has instead planted cronies across the states who have made life difficult for the incumbents.

The five regions

All the five regional leaders boycotted a National Security Council meeting that was called by President Farmajo on September 17, demanding a third party mediate talks between them and Mogadishu.

Prime Minister Hassan Ali Khayre, however, rejected the demands, saying Somalia has gone beyond third-party mediation and that all differences can be solved through compromise by Somalis themselves.

The regional leaders, Abdiweli Mohamed Ali Gaas (Puntland), Ahmed Duale Gelle (Galmudug), Mohamed Abdi Ware (Hirshabelle), Sharif Hassan Sheikh Aden (South West State) and Sheikh Ahmed Madobe of Jubaland accuse the president of interfering in their internal affairs, failing to defeat Al Shabaab and falling behind in the legislation process.

The Upper House (Senate), which represents the interests of the federal states, has formed a committee to mediate between the centre and the regions, but this effort faces the challenge of perception that the Senate is pro-regions.

Somalia charge de affairs to Kenya, Ali Mohamed Sheikh, told The EastAfrican that the government is talking to the leaders individually before convening a meeting with all of them.

Still, Somalia experts are concerned that prolonged wrangling will affect the preparations for the one-man-one-vote election of 2020, which is dependent on the federal states’ co-operation with the centre.

But of more concern is that the wrangles will reverse the gains made by the African Union Mission in Somalia, which has driven Al Shabaab from all the major towns into rural enclaves, despite unpredictable funding and sufficient levels of troops levels and equipment.

Kenya’s President Uhuru Kenyatta, while addressing the United Nations General Assembly in New York, appealed to the global body to increase funding to Amisom so that it can play a bigger role in supporting the government of Somalia.

In January, President Kenyatta opposed Amisom’s phased withdrawal following a directive from the UN Security Council, saying that the timing was unfortunate because the government of Somalia is not yet ready to take on full responsibility for security.

In the meantime, the World Bank on September 25 approved $80 million in grants to Somalia to fund public finance reforms, marking its first disbursement to the government in 30 years.

International community calls for end to Hergeisa and Mogadishu hostilities

Pressure is mounting on Somaliland and Somalia to sit on a round table and sort their political and border disputes.

The international community wants talks between the leadership in Hergeisa (Somaliland) and Mogadishu (Somalia) to re-open dialogue to end the cold war between them.

Somaliland government has stated they are ready for a fresh round of talks after the Netherlands and Danish envoys to Kenya (and Somalia) said they would be ready to help initiate dialogue.

Nairobi has been identified as one of the potential venues for the talks which have previously collapsed after agreements have been signed with both sides accusing each other of reneging on the signed deals.
