They have had no success in creating chaos in Somalia unlike Shabaab whose Isaaq leadership sources much of its terrorists from outside their local regions. The majority of the terrorists recently executed were not native.

ISIS & Sheikh Mumin are still very active. Just last month they almost killed a Puntland minister and ended up killing his bodyguard. They are hard to deter, even five years after their making Puntland a stronghold.
Terrorism in Puntland is a local politics problem.
