What would you do please tell us? you seem to know how to stop terrorists in a city of nearly 3 million people.
Nothing a starving soldier can do about this issue. The problem lies within the population, they continue to harbor and aide terrorist groups. HAG is opposing any chance of normalcy in this city otherwise they'd lose their ill gotten wealth.

Here are my course of action.
Seek peace with Israel, offer them the right to survey for oil from our soil and in exchange have them build me a strong and capable internal intelligence agency.
Organize the city by having proper street names, sections, defined districts and roads. Once that’s done, have a district commissioner who will have an incentive or fines. The incentive being that if his district has not produced an attack or had an attack for 2 years that he will have a higher job, will be elevated. The fine will happen if an attack originated from his district one happened there. The fine will be that he will be fired on the spot for 2 attacks within a year
Immediate 5 years prison whomever was at the checkpoint where the penetration happened. The commander of that unit will receive 10 years.

Last resort, replacing the security services of Mogadishu with paid mercenaries who will awarded incentives with according to their pacification of the capital.

The bombings will be easy to prevent, simply because Somalia is a country that unfortunately does not manufacture anything, including weapons,explosives etc. So that leads me to believe all of the materials for those awful things are IMPORTED.
I suspect these materials are entering Somalia through the Kenyan Border or through smuggling from the North/East.
Farmaajo should train and make more Border Security agents trained in detecting tools/goods that can be used to make bombs, and obviously pay them more then what Al Shabaab will bribe them to let these goods go through into Mogadishu.
Control the Southern Border/borders, the bombings will stop.
