Yes , unfortunately anyone can be appointed as ministers, speakers , MPs without checking their resumes wether they are qualified or have a Ms Degrees, it's upto their clans in charge that do the enlisting.
If you are an inarticulate ,brain-dead and have zero intellectual vitality but hail from a represented large clan the odds are very high for you to attain a title.
So qualification is not required for Somali Politics , 1/3 of the so called politicians representing this corrupt ridden country were either camel herders living in a rudimentary lifestyle before the war, school dropouts that never finished fasalka shanaad or have acquired basic comprehensive Second Language English Courses abroad, so none are actually qualified to cover their fields, you may disagree with this , if we look at their baseless words and pathetic actions it paints thousand pictures,
