I also hate it when there are no incentives. There is no incentive for AMISOM to exit Somalia. Which is why most believe these guys are up to nefarious activities to prolong their stay. It doesn't mean they are though.

It's a bit off amisom is never harmed by shabab, I'm sure their is a deal cut to let amisom eat western funds and be safe while helping shabab clean out zako money into Uganda investments.
