He wants to use the Amhara for as long as he can, especially when they have common interests and common enemies [OLA/OLF, Tigrayans, etc]. But, if and when the Amhara's pose a threat to his power, then of course, he will act. His Amhara allies are already saying they want to bring the fano, or the irregular amhara militia groups, under federal control; while other Amhara officials are refusing this and saying they will not disarm Fano.

He is siding with the Amhara officials who are more in tune with his interests, which is to keep himself and his allies in power. Amhara, politically, are mainly in 1 of 2 camps: the nationalist ones who are growing in power, which is led by groups like Fano who participated in the war on tigray; and 2: the ethiopianist ones, the ones who identify with ethiopia first and of course, want to keep abiy in power.

I agree and I think even @Abba Sadacha agrees Abiy is not universally loved by Axmara and he might feel threatened but he a fullfledge Ethiopiawinet and so are most Axmaara for now but it could be that some or even many of them are outright Axmaara 1sters using Ethiopiawinet/Abiy to mask their ultimate goal
