He could've appointed a new one but he was focusing on Mogadishu and started the process more than a year later, when it's your last year in office it's very difficult to change the status quo, let's see how he handles his former friends.
The problem is that it is too late to stop at this point. We have spent millions of donor dollars and have registered hundreds of thousands of voters.
If we cancel the parliamentary elections, we will never again recieve such aid and it will be clear to donors that we are not serious. There will be no support forthcoming when we decide to hold parliamentary elections in the future.
The only way to go would be to hold voter registration in Burtinle and Mudug and leave Garowe and Eyl out of the process.
