I don't think Israel have any restrictions on Somali citizens from entering the country.
The muslim/arab 'visa boycott' of Israel is for the most part one-sided, where muslim countries prohibits their citizens from entering or engaging with Israel, while the latter besides some exceptions allows everyone. Provided that you go through the necessary procedures.
Which makes sense, since they are on a hunt for recognition from the countries that 'deny' their existence. It would otherwise be counter-productive for them.This event was meant to promote closer ties and eventually end in 'Abraham Accord 2.0'
