I consider these following tasks as absolute 'legacy' defining reforms by which ever Puntland President will tackle. When I say 'legacy' I mean something that will progress puntites for decades and centuries to come.
1. Creating a weapon registry, issuing gun permits OR complete disarmament of the locals. Puntland needs to hold a debate in parliament do we want 'gun control' or 'gun removal' or a mix of 'both'. For example in Galkacayo, the security locally doesn't support gun-removal and it would possibly be highly unpopular. But gun-removal is possible in Nugaal, Karkaar, Bari, Gardafu. Why not apply 'gun control' in areas where it's not feasible and gun-removal where it is possible
2. A regular 10 year Puntland census as required by the constitution. This could inform successive govt of urgent tasks, district priority levels and district performance, it can provide us with real data to measure progress over time across various district, it can expose incompetent local leaders and celebrate competent district leaders, it's also a great way of competing on real 'measurable' benefits rather then petty FKD.
3. A proper reconciliation program where all rural matters will be sent to Isimo to manage and resolve due to lack of courts and urban matters will be resolved by the courts. This is a huge task in my opinion as it will help Puntland remain stable for decades or centuries to come.
