Ina cigaal was planning to hold a conference for Somalia in 1999 2000 in Hargeisa with the aim of crowning him self president of Somalia and moving the capital to Hargeisa and then later make Somaliland break off with the blessing of him as a the head of the Somali state . Ina geele knew this and took the opportunity and held the conference in Djibouti and thus saved the unity of Somalia
