PL stopped paying them or let them join regular units of it's forces when faroole was president infact he cut all funds for ssc regions an told them to collect taxes in their regions to fund their troops and build local admins and actually put in work first before getting anything from PL.

All the oil is in Dhulbahante territory, that's what all the fighting, bribery, and pandering is about.

Somaliland, Puntland, the current TFG government and the old Siyaad Barre government have all sold the rights to that oil to different companies, so yeah the fighting will probably never end.
