As much as I like embargos like complete bans on drugs and alcohol. They do not work. Sadly. The prohibition era in America led to people making it in their homes. This is a very preeminent part of western life. I had one colleague that was a fitness enthusiast and he never drank. His parents considered him an anti-social weirdo. It's embedded in their culture. As for women drinking. Temporary sterilization until they prove responsible enough for parenthood may work. The same should go for men wastefully spreading their seed but that are ill-eqipped for fatherhood. Permits ought to be granted.
