We are very lucky Somalia has avoided any epidemics, the state would be totally unable to handle it. Our leaders would be on the first flight out of the country. Death toll would be through the roof.
There is nothing wrong with actual federalism or even devolved governments. Governing a country the size of somalia would be difficult without it.
