The first provisional draft came out in 2008 when Mahmoud Muse Hirsi Boqor was President the Puntland Constitutional Review Committee was in work from 2007/2008. Initially the first draft was intended to be superceded by a second draft where the public could contribute before it was discussed by the cabinet who would in return put it before parliament for endorsement. We all know that it did not happen because time was short and by 08/01/09 a new government was elected.
What did the provisional first draft constitution of Puntland actually say?

SYSTEM OF GOVERNMENT
1. Puntland State is part of Somalia; it is her duty to contribute to the establishment and
protect a Somali Government based on the Federal System.
2. The powers that Puntland State shall cede to the Federal Government of Somalia and the
rights that will be preserved shall be determined through negotiation.
3. Pending the completion of the Federal Constitution approved by a popular referendum,
Puntland State shall have the status of an independent State.
Puntland is hinting that only a popular referendum where all the Somali people take part are binding for it and therefore shall have the status of independent State.
