The reason they cut off the scholarships for Reer Puntland was because he said the federal government should decide the examinations but now he did a 180. So they used the education of young Puntites for political motives. America has standardised exams called SATs. Imagine a state refusing their students to get SATs cuz they'd rather want to make their own tests. In that case you can only blame the state for messing up students lives for politics.

1. Why did he want to force Puntland to take a federal exam when he now says it should be a state matter? He creates a problem out of nowhere and Puntland is supposed to abide by it?
2. Somalia is not America and I can mention a dozen other countries with different systems. However I will bite. SATs are specifically made for college admissions. It is not controlled by the state but a requirement for universities. It is managed by the College board. Each state has its own education system and issues diplomas on its own. Puntland's exams have been accepted by universities long before the SFG even had one, so why blackmail our students when he did not need to?
