Yes Turkey is lenient on homosexuals to a certain extent. But it's good to know that I as an individual am not required to sentence a homo only a ruler.
I believe that those who feel homosexual tendencies have not committed sin until they have actual sex with another man.
But this is very hard to define sxb, I cannot give you a clear strong answer.
but this is what I believe.
You just have to attempt to help them see the correct way.

well I think we have to distinguish between vigilant violence and hadd punishment carried out by the ruler.....
I mean if we as ordinary people are working at a store and we catch someone stealing, we can't just grab them, bring them to the back and chop off their hand.....
the hadd punishments have to be carried out by the ruler....
so I think we have to avoid both extremes
1- the extreme of saying the hadd punishments should not be carried out at all and wanting there to not be hadd punishments.....
2- the extreme of taking the law into our own hands
we have to be in the middle..... we can't say the hadd punishments shouldn't be carried out at all.... but we have to realize that the hadd punishments have to be carried out by the ruler... we as ordinary people can't just run around amputating people's hands
Sxb of course wa lakin 2 men holding hands is not defined Islamically to be homosexuality right?

Yes, Wallahi it's not on us as ordinary people- it's not our responsibility- it's the ruler's responsibility
They will be questioned in Judgement Day and we cannot do punishments on Allah's creation it's not our goal or mission we are here to only serve Allah.

Plenty of cultures around the world embrace friendship in a manner unacceptable to ours but it's normal for them. We shouldn't be judgemental like that.

You don't get killed for being a homosexual, it's doing the act with the presence of witnesses that you get done for. Just like you don't get punished for being heterosexual, but for the act of zina. A person can be gay/straight laakin he should keep those desires in check till marriage which is of course for heteros only.
