They pay attention cause they exist cause of the member states. Otherwise they would rule 4km in Xamar. Their legitimacy and sharaf derives from member states. Banadir is not a federal state. Its status has not been solved yet and it is the SFG that is decided not to do so. There are member states that would like that cleared up straight away.
