No. I'm from the north and very anti qabilist, but that allegation is ridiculous. The reason being is that we are snitches up in the north and don't put up with strange new faces.

Sure outside influence plays a part but this is more complex than that there are a lot of factors coming to play here but no doubt Somalis themselves are the biggest problem and the corruption/political crisis in the country is why they are are still a thing.

There hasn't been an offensive against Al-Shabaab since 2015. So Al-Shabaab can effectively stay in their cities and plan their next attacks without fear of repercussions.
