Even the executive orders are a result of partisanship. You see whenever the president signs an executive order, his partyleaders in both chambers stand next to him which means he has the support of his party. It's not a one man show.
All he would have to do is tell the State Department to recognize SL and it’s done. Will also make 1 phone call to the UN and African Union and everyone will follow suit.
