Small dams cost couple millions to 100 millions depends on what kind of dam probably very cheap if it's for 6 million. A huge hydroelectric one is billions.

Firstly it's from Italy so I automatically have my doubts but small dams could be built for as low as tens of thousands.
Even small hydroelectric dams could be built for 6 figures.
Then again the Italians are masters at making up projects and running of with the money.

this is Africa labour costs are different lol, could be built extremely cheap, its like how the Burj khalifa(worlds largest building) only cost 1 billion to build due to cheap labour(near slave labour), while fixing a dumb viaduct in the US can cost that much(due to engineers and workers expecting 6 figures)
