these rebels are probably geting support from either eritrea or djibouti or both.
Ciise has their own conflict on going with Samaroon for many decades, arming them wouldn't make much sense and Eritrea does not care for SL at all. They are founded by Diaspora Somalis and most likely the FGS as well.
