This is not correct at all.
I worked in security and this kind of dilemma was something I faced on a daily basis.
You can't have black people being harassed just for being black.
If you institutionalize this, you will be institutionalizing a perception that people with black skin are less human- or even less than human.
If you institutionalize this thing, why wouldn't you just put black people in camps and why not just.... I don't even want to say.
You institutionalize targeting of black people simply for being black..... this is extremely dangerous. You go far enough down that route... it will get very ugly and disturbing.
If someone is misbehaving, let them be dealt with because of their misbehavior- but it should never be against a class of people simply for existing.
I talk about white people and Jews all the time but insha'Allah I would never mistreat a person simply for being white or Jewish. Wallahi I have an issue with certain misbehavior- I'm not against whites and Jews simply for existing.
