To make a long story short you are right: These elders tell the Garxajis and Arab that Dhulbahante don't want to have a 'Shir' (tribal conference) with them in Buuhoodle. Additionally they say Dhulos don't wanna form an alliance with them against other Isaaq, neither on tribal level nor political level. They feel this will make the region just unstable.
