They don’t need to. Same way they don’t need to step into AS controlled areas. All intl deals have always gone through the central govt. Invcluding the UAE Berbera port deal that this current govt is against, it was signed off by the last Somali govt. It always has been this way and will always be. SL is one part of Somalia no matter who doesn’t like it, it’s the reality. The SL govt just pretends they’re signing these deals on their own. Soon they’ll be posting about EU developing Berbera and acting as if it’s bc of them. I’ll @ you if anything to remind you if I’m still on here.

They recently also signed off on a deal for developing roads in Awdal.
