This looks so suspicious because of first of all it’s known fact that Somalia have no authority whatsoever in Somaliland and even the EU knows this much.
Since it’s pretty obvious that Somaliland would have refused this project in first place, it kind makes me think of why would the EU agreed to this when they know the money would never go to the project in Berbera where the FSG has no say whatsoever.
This must be some sort of corruption going on because what’s the point of FGS signing for an project when they know it won’t be implemented since they have no power to implement at the first place.
My guess is as good as yours.
I hope it reaches the cities meant to benefit from this deal.
If the funding by the Federal ministry of disaster to the northern states is any during last year's storms is anything to go by SL will most likely get the money

Somalia wouldn't take Somaliland to international court because of the legal claim Somaliland has from being recognized during the 1960's.. It would be equal to shooting yourself in the foot, they would've done it way before
