I hope this is ear-marked for the 'darawish' who are in dire need of an upgrade in equipment, uniforms, weapons, planners, military strategists, and over-all general quality control of our border force. Our police, intelligence, and coastguards are perfect, it's only the darawish who is lagging behind. I hope G-COY can fill the gap and bring them up to standard with the rest of puntland.

Back in time we have been involved in different aspects of tactical training to the Police and Military, also to certain groups of the Ambulance Services and Fire Brigade in Tactical Medicine and Extrication. Also the emphasis on SWAT – MOUT and Executive Protection in small groups and basic to advanced protocol. Weapons Marksmanship on a regular basis with approved techniques and skills. Public Safety and the focus on marketing strategy in the Tactical field. General Tactical issues will consist of the most important aspects covered by Military, Security, Police & Law Enforcement Agencies work environment to be competent in their scope of work.e.g.

I think it's the military because the PMPF are trained by South Africans and funded by Dubai. The PIS our intelligence service is trained and funded directly by the CIA. The police/darawish though is locally funded through our tax revenue(not the world bank like your administration) and their trained by our local officers. Notice the police never cry about missing payments, it's only the darawish our border force who cry about missed payments because their hardly in combat and not active duty like police is which is 24/7.

The other reason is the world bank doesn't fund any of our security apparatus, it's very risky being funded by them with their political madness, which can lead to instability if they decide to cut payments and they can 'influence' puntland politics through threats of cutting payments to our security force. We can live without 'projects' but we can't live without 'amni' as puntlanders say. Unlike your somaliland security apparatus that is totally funded by the world bank, your going to be enjoying an up and down ride with them for years to come.
