The hadith is disputed and at best, it is only permissable. In any case, neither the quran and or ahadith endorse the FGM practices in today's world. If you look at it closely, you'll notice that it is more common in cultures (especially African nations) where they were already practicing some form of FGM before Islam... They were more susceptible to taking the hadith and running with it. Its very uncommon among other Muslims like the Arabs in the Middle East.

As for if it was prior i dont know or care much.
Again tell The UN and Western Nations that there is a good way of circumcision and they will still call it FGM. Whats your argument.

Female circumcision is obligatory according to the madhab of imam shafi. Of course it’s important to point out it’s different to female genital mutilation. Female circumcision consists of simply removing the prepuce of the clitoris. This wouldn’t cause the amount of pain fgm does not remove most pleasure or sensitivity. Due to the fact that it’s practically impossible these days to find someone who is qualified for this lots of shafi scholars recommend women to follow the hanafi opinion regarding this (which is that it’s honourable but not obligatory)

She is telling the truth, the second hadith you have mention is a weak hadith at best with a broken chain, while the first one can be interpreted in a different way and doesn't directly endorse FGM.
