Federalism. Particularly Dual Federalism.

The National Government will be limited to national needs, currency, foreign relations and the military.

The States (or Districts) will have their own governing bodies that the people living in that location can abide by.

The reason as to why this system would work is because Somalis tend to live in regions where their people (Qabil) live. Thus, Somalis would most likely abide by the rules and live in a civilized manner in State regulated government bodies.

As the perks of National Governing policies become apparent to Somalis living in every state, they will appreciate the National government itself.

However, I have a radical idea that might make a Federal State viable.

Having a "Clan-less" identity, as a prerequisite to joining the National Government. Or having the title removed while you're in office, regardless of the position. That way, those in the National government won't be looked at as a threat. Or forcing a representative from each Qabil, to form the National government.

Is this just for symbol? You said yourself different qabils dominate different state. So the state will be run by the majority qabil. So by taking the qabil title of the person running the state it will be just as symbol thing as we all know his qabil and who he represent. Last thing somali need is federalism as it will just justify qabil as a way to rule

I'm a strict follower of pragmatism.
The number 1 priority for Somalis is peace and stability.

In a state of peace and stability, education and infrastructure can form. An economy can form. A military can form.

Somalis would then be in a state where they can follow ideas that are more progressive, like abandoning Qabilism.

Somalis are not ready for that leap. These things take time. You can't rush progress. The rest of the world had centuries to get where they are. We can't do it in a few decades.

That is true....as long as the people in power has plans on abandoning qabil long term I am all for it. The issue is we had civil war because some qabils felt they were left behind and their frustration led to anger and it led to war. Last 15 years we had different governments and all i hear is people complain and saying they are taking everything and leaving us behind. We may never get to step 2 by having stability and education opening next generations eyes. Because this generation is not willing to let it go that far and when the grown ups tell their kids they are being wronged....they will carry that to adulthood. Its a vicious circle.....no one is thinking long term and having people, there is enough land and sea for us all to live good.
 
Federalism, Centralism and Confederationsm requires a parliament, president/prime minister and council of ministers, op, tell us how they are elected to those positions.

Are you thinking of the Swiss model of Confederation where every major policy like immigration, going to war, becoming a member of an organisation etc has to go through to a plebiscite by the public?

You left with one choice, you must ultimately purge the country in search of clan elders and leaders you deem as a threat, much like stalin did. If you start from the shores of ras kamboni, north to luuq, then to hobyo and finally zeila and bosaso, you will be left with women men and children whom you need to encourage and bring together by reforming the current regional structures (like mix up the qabils and let external marriage take place). All other experiments have failed , EG;

One clan leadership: failed under barre

And now federalism: currently on the brink with corruption ripe and 4.5 system destroying somalias youth.

Confederation or federalism are the only two realistic choices.

A central government needs bloodshed. Look at China which was once made up of countless clans that dictated states but now is "unified" with han chinese making up 92-94% of its mainland pop. Years of brutal conquest and a final victor, who then rewrote the social fabric of the conquered states to create a homogenous clan/identity. The UN and other nations in the int. community wouldnt allow something like to happen nowadays even if it would get rid of qabil and potentially unify the Somali people :francis:
