He's talking about how war prevents economic growth and that Puntland has been in conflict with Daciish, Shabaab, Somaliland and your people from Galmudug.

Even so Puntland's economic indicators such as GDP per capita, health, education, business and household consumption have performed better than the rest of Somalia as it's said in the World Bank study on poverty from 2017.

He didn't state any of you claim nor was it due to corruption he said it's due to armed conflict that prevents economic growth. Garowe Online is also managed by Faroole's son who is in opposition to Puntland's president Abdiweli so he is combining 2 separate issues and blaming it on corruption when the VP said it was due to armed conflict that Puntland has been exposed to for many years.
 
War does not prevent economic growth, in most cases it actually promotes economic growth . That’s why we Americans are at war all the time, we are a war economy. We are busy taking what person B has to feed ourselves , and we are also busy knocking down other governments to keep the status quo the same. Do you know how many people our military employs? And they all actually get paid nice salary’s. America has military bases in like half the countries in the world . We didn’t just put them there we get something economically in exchange for our presence
 
Somali it is a silly excuse. Most of the clan wars are covered by diaspora who have to pay the bulk of costs not inept corrupt admin.

They emptied everything beforehand and they will do it in their last few months in office too.
 
The biggest threat to Puntland will always be Puntlanders.

Corruption is an issue in Puntland and the next generation must demand good governance and anti-miisuqmasuuq policies.

With all these issues, Puntland still manages to get ahead and move forward.
