The population of Hargeisa is around 1 mil whilst the whole of SL is 3.5 - 4 mil which is why reer H get a large chunk.

Likewise Burco is the 2nd largest city hence togdheer gets the 2nd largest investment and so on.

Right here we even have a map showing the location of the projects.

The Dila-Kalabeydh road that that ironically benefits Reer Awdal the most and a Minister of fisheries office was the only thing funded in Gabiley. Then you have the bulk of the projects that took place in Maroodi Jeh which had only one project in the North dealing with Soil and water conservation, but the rest was geared towards the capital and its water needs like the expansion of the water pipe system currently underway. Unless you are telling me only SM live in Hargeisa and all the other areas the projects took place then it would be more accurate to say the fund is geared more towards the western portion of the country.
