The politics of insecurity in Somalia

Almost every aspect of the security in Somalia is outsourced to deeply entrenched competing foreign interests of various shades. None of them are accountable to the Somali government. Not even the legally mandated African Union force – AMISOM.

Contrary to the noble services that it provided in its early years, AMISOM has become a serious liability to the stabilization and also the main obstacle to Somalia’s sovereignty. Like IGAD — the East Africa regional authority on development — AMISOM has morphed into a politico-security monster that does not honor its mandate. Currently, AMISOM is Ethiopia, and Ethiopia is AMISOM.

AMISOM played an aggressive role in legally ushering in the Ethiopian Trojan Horse. Along with Kenya, Ethiopia espouses a thinly disguised zero-sum objective. For the last decade, the Ethiopian military has been aggressively pursuing said objective. Today, Ethiopia is the de-facto leader of the military campaign to fight al-Shabaab. And this is a serious problem.

Firsthand Experience

On November 2013, right before the Ethiopian troops were accepted into AMISOM, I received a formal invitation from AMISOM’s political office to attend an event intended to solicit Somali diaspora support for the group. The event was to be held in a luxury venue in a third country, and it was to be attended by high level officials.

I thought to myself perhaps this would be a great opportunity to highlight why the inclusion of Ethiopian army into AMISOM would be disastrous and in the process persuade the African Union leadership to turndown Ethiopia’s offer.

So, I laid a simple question to the official: If I joined you and in my presentation made a case against inclusion of Ethiopian forces into AMISOM would that be taken into consideration; also would it appear in your public literature? Next day, I got his response: “Have you received details of the retreat?” I thought he forgot to answer my question, so I repeated it. Next day, I got his response: “Please send me a copy of your passport so we can process your travel arrangement”. I repeated my question for the third time. Next day I received his response: “I can’t beg you. If you are not interested, I am sure others will jump on this invitation”. So I responded: “I am sure you would match well.”

The message was clear: Welcoming Ethiopia into AMISOM was fait accompli and the event itself was nothing more than PR stunt to preempt any negative public sentiments.

Abyssinian Empire and Its Stooges

The “global war on terrorism” could not have been declared at a better time for Ethiopia. The late Prime Minister Meles Zenawi saw an opportunity to kill two birds with one stone. He could become a terror-preneur and position himself as the Horn of Africa’s Parvez Musharraf (Pakistan) and generate for his nation its direly needed resources and political backing to swallow Somalia, one piece at a time.

Meles was a Machiavellian visionary and a brilliant strategist. Though it was no secret that he came to power by the barrel of a gun and that he would only invoked the principles of ‘human rights’ and ‘democracy’ to hypnotize the progressive elements within his Western partners, he was lionized by the notorious neocon gang.

In 2002, Ethiopia released its Foreign Affairs and National Security Policy and Strategy which also lays out its foreign policy toward Somalia. “Somalia has become a haven and conduit for terrorists and extremists. Anti-peace elements are using the country as a base and place of transit in order to threaten Ethiopia’s peace.” Needless to say, at that, Somalia was ruled by ruthless warlords who were never accused of ever having any religious affiliation.

In the same document, one of the main motives that compel land-locked Ethiopia to keep Somalia divided and to use all its means to install a cardboard president in each region is stated: “starting from the port of Zeila…to Kismayo, there are no less than seven ports in Somalia that can be used by different parts of our country.”

Contrary to the phrase often used by the beneficiaries of Ethiopia’s micromanagement of Somali political affairs, “Itoobiya waa dowlad eynu walaalo nahay” or Ethiopia is a brotherly state; states, due to their shifting interests and alliances, are never “brothers”. This moronic or naïve perception of international relations secures Ethiopia the privilege to retain its embassy virtually within the presidential compound.

Keeping Political Stooges Dependent

Almost a decade since AMISOM assumed the peace-keeping task, Somali soldiers still remain poorly-equipped, and, thanks to a corrupt leadership busy squandering monies in luxury hotels abroad, unpaid. Within that context, it is hardly surprising that the Somali leadership dependent on AMISOM for security.

In Somalia, fear is a traded commodity. And these phenomena play major roles in perpetuation of fear: Ghost assassinations of patriotic civil servants with institutional memories, government officials, and activists; and periodical suicide bombings that never get investigated. AMISOM bomb experts are notoriously absent from the scene- with photo opportunities being the only exception.

Furthermore, AMISOM routinely manufactures insecurity by abruptly evacuating towns and territories gained from al-Shabaab. This is a tactic that Ethiopia was known to use in order to manufacture insecurity for political expedience. The latest were the evacuation out of Burhakabe, El Salindi, and Kunturwarey. Al-Shabaab reoccupied all three areas. In Burhakabe they, among other atrocities, beheaded two brothers for “spying.” Meanwhile, al-Shabaab, which was estimated around 3000 gunmen when the Ethiopian tanks rolled into the heart of Mogadishu almost a decade ago, is now a multinational corporation of terror that wreaks havoc in Somalia and Kenya, but not Ethiopia- supposedly its worst enemy.

Conclusion

Somalia was kept in a state of political uncertainty and security catastrophe in which no level of the state security apparatus is independent or wholly operated and governed by Somalis.

Ethiopia seems to have taken a page out of the playbook of the inventors of the global war on terrorism. In order to get leaders to dutifully march to the beating drums of jingoism, they must be psychologically terrorized beyond common sense. The neocons were very effective in tightly managing this perception of reality.

Former President George W. Bush’s shining moment came when he was most vulnerable despite the fact that he was being flown across the country to keep him safe moments after 9/11. “In the thick fog of war, Bush heard (manufactured apocalyptic) reports that Camp David and the State Department had been attacked, that there was a fire in the White House, and that his ranch in Texas may have been targeted.”

President Hassan Sheikh Mohamud’s ‘shock doctrine’ moment or his total submission to Ethiopia and its zero-sum strategy came when al-Shabaab bypassed AMISOM barricades and attacked the presidential palace.

In conclusion, no peace-keeping operation can succeed without the support of the local population; and, under the Ethiopian de facto command, AMISOM’s credibility has reached beyond repair. As I stated in the conclusion of my article titled Somalia’s Sullied Security, I would like to reiterate my call for the Somali government to request UN Blue Berets to replace AMISOM. A virtually similar call was recently made by the British think tank Chatham House.

Meanwhile, the fateful scenario of the stubborn python trying to swallow the wounded tiger continues to play itself out.

Amisom will never leave and it's doing an absolutely terrific job in Ugandishu. Those soldiers aren't compensated enough for the work that they do. And here we have a foolish nationalist calling for their expulsion not realizing al-kabaab will lay Ugandishu to waste and take it as soon as those good people leave.

Amisom is not going anywhere and will remain in the region indefinitely. Over time, they will become apart of mainstream Ugandishu culture and poets will construct beautiful gabays on their contribution to peace and security in the region. :rejoice:

What a dhoofar.

Amisom is a bitter pill that south Somalia has to swallow. Currently the rural areas of south west state and jubbland are being occupied by these monsters. There's no way the SNA could recover these areas on their own. For now our government needs to play our cards right because it's been clear from go that ethiopian and Kenyan troops are part of the problem.

The west wants to get rid of al shabab in EA and for somalia to have a fully functioning government. They are wising up to it too.

Nacaala Futaada u sheeg.
Look at this naive bulshitt
Amisom is a bitter pill that south Somalia has to swallow. Currently the rural areas of south west state and jubbland are being occupied by these monsters.

if They are fueling the insecurity in Somalia and helping destabilize it Then its actually just counter productive for us. So no if we are wise we should call for amisom to retreat from somali Soil.
There's no way the SNA could recover these areas on their own.

I disagree if The poor Sri lankan govt could take down and defeat the heavily equipped Tamil tiger rebel group all on their own, Then i am pretty sure SNA combined with puntland forces can destroy alshabab. Especially if puntland govt forces alone can win key areas from them and pushed them back in south central alone.

The only difference is these corrupt stouges do not pay their soldiers or equip them properly. The point is not to be dependent on foreign forces alone since they should only be there as backup or support and not your only line of security especially when they are not accountable to the govt

For now our government needs to play our cards right because it's been clear from go that ethiopian and Kenyan troops are part of the problem.

Yet you want for us to take one in the Ass. If you aknowledge the are a key part of the problem them why are you adament for them to stay when there hasnt Even been any benifits? Fucking suicidal?
Playing cards right? This is the corrupt Jamul Jadiid govt we are talking about. You are expecting too much from them

I will follow up with what Abukar Arman suggested to replace Amisom with the UN Blue Barrets. That way we will get support without having discredit Ethiopian Amisom on our soil.

The west wants to get rid of al shabab in EA and for somalia to have a fully functioning government. They are wising up to it too.

The west doesn't want that, the west wants to make profit out of terror that reak havoc on Somalia Soil. For them its become a multinaional corporation. The also want to keep Somalia in a state of perpetual dependency.

“Ethiopians forces are not in the country to help Somalia regain peace and security” Djibouti commander
http://www.somalicurrent.com/2015/0...regain-peace-and-security-djibouti-commander/

Ethiopian troops serving under the umbrella of AMISOM and their Djiboutian counter-part are on a collision course after the latter demanded that the Ethiopian to declare their agendas in the country. The fall-out emerged after the Ethiopian troops pulled out of the town of Halgan in Hiiran region without an order from the AMISOM commanders.

Colonel Abdirahman Abdi Dimbil who is in charge of Sector Four, said he was wary of Ethiopian troops in Hiiran region that conduct their operations independently from AMISOM mandates. He noted that the forces were receiving orders from Addis Ababa instead of AMISOM commanders.

“Ethiopians forces are not in the country to help Somalia regain peace and security, but have undisclosed agenda,” he alleged.

There was no immediate response from the Ethiopian forces in Somalia although they are serving in the country as part of African union coalition forces—AMISOM.

Colonel Dimbil said he was irked by the decision by the Ethiopians to withdraw from the town of Halgan that was liberated from the militant group Al Shabab early this month.

“They refused to stay in the town instead opting to leave it,” he said while speaking to VOA Somali. He called on the federal government to establish the reason behind their sudden withdrawal.

“Djibouti forces in the country will reconsider their joint operation with Ethiopians because we are not going the same direction,” he added.

The withdrawal come a day after the Somali national army and Ethiopian troops were ambushed by Al Shabab along the road links Halgan and Garasyani areas. No one was killed or injured in the ambush.

Even the Djibouti troops part of amisoms spills it
These motherfuckers need to get the f*ck out our country fast.
:camby:

And kudos to our brothers in Djibouti for looking out for us. :qri8gs7:

Djibouti Amisom Commander tells Somali government to address Ethiopia's strategy in Somalia.

Djibouti are the only credible people apart of Amisom they provide in areas the rotten Damul Jadiid govt has failed , by arming and training our SNA troops and cooperating with them.

AMISOM steps up Somali soldier training

:banderas:

Amison benefits immensely the federalism project and the eventual balkanization of the failed state, which is why the majority of the people in the Somali peninsula do not want them to ever leave. A stable Somalia is a threat to our ambitions and may such a government never rise.

My advice to you kid: Worry about the plight of your own tribe/people and stop caring about what goes on in Ugandishu.

Conspiracy my ass, You are just ignorant and naive, What more evidence is there if the Djibouti section of Amisom who fights along side Ethiopia directly reports how Ethiopia are not there to restore peace or security but has an ulterior agenda? this is straight from the mouth Djibouti Amisom Commander.

Not only that you yourself said they are part of the problem, then what is the motive of keeping them there to begin with? That is just retarded and counter productive.

The Article i posted have the Former Envoy to Somalia and Active well respected dimplomat analyzing Amisoms agendas, interests actions etc and lay the claim that they should be switched in for the Un Blue Barrats instead.

Amazing atleast put down some points or arguments please , what ive displayed is basic common knowledge about the politics of Insecurity in Somalia and it is soo obvious.

Land of Punt

Punt is an cushtic empire located in the horn
you are right, its what i always knew but hope to change
the only way you can change the situation is by offering a better alternative, if u unite the population (not the stupid lying clan leaders, or crouppt ethiopian led goverment)
you show that if amisom leave you can gurrante that western oil companies can have 50% profit
you will see kenya and ethiopia leave the next day
you give to much credit to the flat noses and the nappy headed ethiopians, its not them in charge its the usa, brtian etc, you deal with them not with the "africans"
