What is worse is claiming a place you have no control over

The Federal government has to claim all the territory of the Somali Republic, it has no choice in this. It is not a question of control but law. Do you think Kabila in Kinshasa has much control over what happens in Kivu? No, but he claims all of Congo because he must. Control used to be, but no longer is, associated with sovereignty. Especially not in Africa after the adoption of the "Inviolability of Borders" doctrine. It is next to impossible to change borders, and it becomes harder every decade. Say what you want about Somaliland being independent for 4 days, it is seen by the entire world as being indivisible from Somalia. Anyone who says otherwise is not to be taken seriously.

China’s state television CGTN on Monday apologised for “mistakenly” showing Somaliland as a seperate country from Somalia on a map it used in a story posted about the Mogadishu market bombing.
In a statement released on Monday CGTN said it regretted for the mistake

“This is incorrect and we would like to apologize to all our followers from Somalia that it is not CGTN Africa’s intention to divide people of the great continent of Africa” the statement said

So why is the Somalia government complaining about the UAE deal if the world sees Somaliland as part of Somalia? You are illogical

The UAE deal violates the Federal government's sovereignty claim, so it must protest it as a violation. It is actually a great example of what I said. You will understand how strongly this claim is seen by the world if the Federal government decides to take the UAE to court. The UAE will without any doubt whatsoever, lose. The legal coercive power of a recognized state is no joke. If the UN sees that the UAE is building a base in Somalis against the express wishes of Mogadishu, it may even sanction the UAE. Farmaajo can stop the whole thing in a month if he were to decide to.
