The Alawites have Latakia province intact, their homelands have not suffered much damage at all. They will reward those who stood by them first in any reconstruction effort. The loyal Sunnis in Aleppo and Damascus city centers will come first, followed by the rest of the provincial capitals. I doubt Homs will be reconstructed so close to the Alawite homeland again, it is too close to home. They may decide to leave in ruins like Quneitra, a sign of what is to happen to those who rise up against them. Everyone going from Damascus to Aleppo will always be reminded of the consequences of rebellion. Of course all of this will not restore the fear that was shattered in 2011. Dominant minorities remain dominant usually because they have population with greater human capital, I doubt the Alawites are a natural dominant minority. This will mean the resumption of the rebellion after a decade or so after its defeat if it is ever completely defeated.

Assad does not need to hold the entire country, Syria is mostly worthless desert. He just needs to hold everything west of the black line, and he probably will with Hezbollah, Iran and Russia's help.
