The private sector have been leasing planes since the state collapse. I don’t understand what's stopping the FG to lease some planes and take on the most profitable routes. It’s the same with the somali shilling. They refuse to act upon anything that resembles nationhood.

Even if it wouldn’t be profitable, it would help get rid of the failed state tag.
