Well when he says he is against federalism, it can be interpreted in a completely different way. I don't think many people understand that what Somalia has today is not federalism but states with autonomy.
 
What he is describing is that Somalia is essentially a confederation but federalism in name real federalism is like the USA you don’t see a state governor meeting some foreign countries officials.

Which is normal and expected for a nation at its infancy, and will change with maturity of its institutions in years to come.

Consider evolution of federalism in the US:
8 years of Confederation of the 13 colonies followed by:
a) Dual federalism in 1900s, with little collaboration,
b) Cooperative federalism post 2nd war, with greater cooperation,
c) Creative federalism in the 70s, with nation building in its core, and
d) Empire in its current form, with supreme economic and military might.

There shall be dual sovereignty, and shared sovereignty in the process.

Any sane person should be against 4.5. Federalism can work but we are cursed with a generation of politicians more suited to be Uber drivers than leaders of a nation. Corrupt and propped up by a system of clan politics that prevent accountability, its truly a sad state of affairs.
 
Federalism only works in educated and wealthy societies. Somalia is both poor and uneducated, for the most part. Besides, it doesn't matter what form of governance we choose, it will never work as long as qabiil plays a pivotal role in the country.

jubbaland is not even a real state. Look at all these federal states they are all in chaos. Jubbaland, hirshabelle, SWS not one is legitame state. galmudug is slowly becoming real state and is almost there. Puntland and somaliland are only succesful federal states and they also have their borders being challenged by clans wanting to seceede. Somalia population is predicted to double to 36 million by 2050 how many new states and secessions you think will happen by then.
